Foreign Cash Limit Letter

Dear Customer,

We appreciate the opportunity to serve as your financial service provider. We wish to inform you that new laws were recently introduced in Mexico limiting the amount of U.S. dollars in cash that can be deposited in Mexican bank accounts. As a result, large amounts of dollars are being brought into the United States to be deposited in U.S banks. U.S. law requires banks to understand the source of the funds for all deposits made to U.S. bank accounts.

Similar rules have been implemented at International Bank of Commerce and Commerce Bank as a proactive step with this new requirement. Effective September 14, 2010, foreign customers will be allowed to deposit up to $5,000 in cash per month. A foreign customer is any business established in a country other than the U.S., or any person that is not a U.S. citizen or resident alien. As a result of this requirement should you be in a situation where you exceed the $5,000 monthly limit, you will be referred to your account officer. Your account officer will ask for more information regarding the source of the funds, and may or may not accept your deposit.

Please contact your account officer for questions you may have regarding the new cash limits.

Sincerely,
Corporate Operations Department
