IBC Bank-Brownsville Promotes Board Members
(Dec. 12, 2019) Brownsville, TX - IBC Bank-Brownsville is proud to announce the promotions of Fred Rusteberg, Chairman Emeritus, and Ygnacio Garza, Senior Chairman. The promotions were announced during the November Board of Directors Meeting on Tuesday, November 26.
Fred Rusteberg, IBC Bank-Brownsville's founding President and CEO, was named Chairman Emeritus of the IBC Bank-Brownsville Board of Directors. Before his banking career, Rusteberg served his country as a U.S. Army officer and helicopter pilot. Upon his return to Brownsville, he worked as Assistant Port Director for the Port of Brownsville and as Project Director for the Brownsville/Matamoros Railroad Relocation Project. He is a graduate of Texas A&M University, where he earned a Bachelor of Business Administration in Finance and completed graduate studies in Finance at Texas Tech University. Rusteberg has been recognized for his many contributions to his community and region by numerous groups including: Outstanding Citizen of the Year by Sen. Eddie Lucio, Jr., the Brownsville Historic Museum, the Boy Scouts of America- Regional Leadership Award, and the Girl Scouts Regional Leadership Award. He has served on the UTB Development Board (18yrs, with 3 as past Chairman), the Brownsville Community Foundation Board, the Brownsville Rio Grande Rail Road Board, Valley Baptist Medical Center Board, Preparatoria del Tecnologico de Monterrey Board in Matamoros, UTB School of Business Advisory Committee, and is presiding Tri-Chair for the "United Brownsville" Board of Directors.
Ygnacio D. Garza, a member of the Board of Directors of IBC Bank- Brownsville, was promoted to Senior Chairman of the Board. Garza is a native of Brownsville and graduate of St. Joseph Academy. He went on earn his Bachelor of Business Administration at St. Edwards University in Austin. Garza returned to Brownsville and began his career in public accounting, becoming a partner in the Brownsville office of Carr, Riggs, and Ingram, LLC; one of the top 20 accounting firms in the United States. He has served as the mayor of the City of Brownsville, a member and chairman of the Texas Parks and Wildlife Commission and board member of the San Antonio Branch of the Federal Reserve Bank of Dallas.
